Why this form?
N에 관해(서) — “about”: can modify a clause as an adverbial phrase; N에 대한 precedes a noun.
N에 관한 — “concerning”: a closely related noun modifier, often interchangeable in neutral contexts but common in documentary writing.
How to build it
N에 대해(서) + verb: 이 문제에 대해서 이야기해요. — We talk about this problem.
